Standard tasks require consensus ≥ 0.90; mission-critical operations require ≥ 0.94. Sub-threshold branches are refined, challenged, or quarantined — never silently passed.
Information entropy must converge before synthesis is permitted.
Entropy convergence is enforced through non-linear information theory: delta-entropy must be ≤ 0.03 before final synthesis. If exceeded, synthesis is blocked entirely, additional challenge and verification branches are spawned, and recursive refinement is forced. This prevents premature closure of complex analytical pathways and ensures that uncertainty is properly bounded before any output reaches decision-makers.

All data and analytic events are stream-logged to immutable blockchain audit manifests using Hyperledger Fabric, Quorum, and DAML. Each audit record is tagged with ISO-8601 UTC timestamps, explicit owner/action/closure roles, evidence kernel hashes, compliance overlays activated, and links to the relevant regulatory source (NIST, HIPAA, FDA, GDPR, WHO IHR). Cryptographic operations use SHA-256/SHA3-256/Blake2b hashing with Ed25519/ECDSA/SPHINCS+/XMSS signing and HSM-backed key control.

Every service mandates fail-closed emission protocols: any analytic output, protocol recommendation, or scenario branch that lacks (a) an explicit scenario closure path, (b) verifiable evidence chain, or (c) board/responsible party assignment is embargoed until resolution occurs. If any scenario path remains open, ambiguous, or contradictory, Helios auto-embargoes the path and triggers escalated, role-mapped review. No silent assumption-filling is permitted in mission-critical domains.

Periodmerge temporal braiding ensures that historical precedent, current intelligence, and projected future scenarios are simultaneously active in every analytical pathway. This prevents recency bias, historical amnesia, and projection tunnel vision. Temporal windows span near-term (0-6 months), mid-term (6-24 months), and long-term (2-10+ years) with V-Framework scenario branching at each horizon. Delta re-synthesis reconciles temporal branches at convergence points.
